The process of creating the Spanish Institute of Mathematics (IEMath) has its origin in the National Program for Mathematics (R&D Program 2004-2007). The program included as one of its instruments on science policy the creation of a national centre or institute of mathematics, whose main aim was to plan and execute global strategic actions in the field of mathematical research.
The then Ministry of Education and Science, through the Secretariat of State for Universities and Research, encouraged the creation of the Spanish Institute of Mathematics (IEMath), "envisioned as a a network distributed throughout the Spanish territory; each node will deal with various initiatives. In legal terms, it will be organised as a public consortium, with legal presence and participation by public Spanish administrations... which will finance the creation and maintenance costs of the institute "(Spanish State Gazette no. 307, Order 22207, 24th December 2007 - Resolution of the Secretariat of State for Universities and Research)
